The Lazio Region department of ‘Consumer protection and administrative simplification ‘has checked
a real need of the MAP services in two main areas:
As simplification of administrative practices procedure in CRO in order to facilitate the process
procedure application and information access for citizen service providing;
As supporting services for Emergency Corp.
The deployment approach will follow the Lazio Region administrative procedure following the
‘iLazio2010’ eGovernment regional plan.
Involved departments
Simplify procedures and information access
The Lazio Region has about 4.000 employees and 23 department and about 228 sub department. The
internal organization is very complex and at the same time procedures are often unknown at the most of
employee. They lose a lot of time in searching the correct information about the procedure and often are
not clear what the correct step that they have to start. The use of MAP is planned to help the employees
to speed procedures improving the citizen satisfaction.
MAP will cover the needs to have a remote CRO in the fives Region Lazio provinces. The use of MAP will
simplify the access to procedures and information retrieval.
Considering the Rome province is covered by the Region Lazio CRO, the following list shows the improving
of distributed on field CROs in the Lazio’s provinces:
- Latina
- Frosinone
- Rieti
- Viterbo
Emergency corps
The Lazio Region has its radio network for emergency use supporting the health emergency corps 118,
and the civil corps. The users of the 118 emergency services are often on field and they require assistance
not only via radio. The Emergency Ambulances are just provided by a simple device able only to trace
the Ambulance intervention forcing the Ambulance personnel to be supported by the Local Unit Crisis.
These are available in all Lazio Region’s provinces:
- Roma
- Latina
- Frosinone
- Rieti
- Viterbo
The Ambulance means managed by the provinces on the Lazio Region territory are about 78 distributed
over the five provinces.
MAP users
Regione Lazio rollout will have the objective to provide MAP services both to distributed Regional CRO
located in the Region provinces (30) and 118 Unit Crisis (300).
The deployment in Lazio Region CRO net, will involve the central Lazio Region CRO that cover even the
Rome town and Rome province, the Lazio Region provinces CROs main and secondary CROs.
The following list represents the current CROs working on regional
territory:
ROMA
Via R. Raimondi Garibaldi 7 - 00145 ROMA, with about 15 users.
RIETI
Via Sacchetti Sassetti 50 - 02100 RIETI, with about 8 users.
FROSINONE
Piazzale De Matthaeis, 41 - Grattacielo dell’Edera (piano 16) - FROSINONE, with about 7
users.
These CROs will be improved with distributed stations where each Local Authority will have a point of
contact to accept citizen requests. The exact number of these new stations has not been just fixed but will
be connected to the actual CADIT project (centres for the diffusion of multimedia telematics services), a
project that has about 70 new e-assistance stations for citizen distributed on the regional territory.
MAP Emergency Corp deployment will involve the five provinces provided of one central Unit Crisis.
The potential users and province description of 118 services is reported
below:
Frosinone’s province covers the 18% of the Lazio Region and has about 298.000 inhabitants.
The Frosinone central Unit Crisis manages about 14 aid stations. Only four of them are provided
of communication with the central unit and has access to the internal procedure. The
province’s users are about 40.
Latina’s province has about 110.000 inhabitants and one central Unit Crisis at the Hospital of
S.M Goretti and about 13 aid stations, the province’s users involved are about 30.
Roma’s province is the most important of Lazio Region with about 3.800.000 inhabitants. The
aid stations are about 28 on Rome town territory and 30 on the Rome province territory. The
province’s users are about 180.
Rieit’s province has about 73 municipalities and 150.000 inhabitants covered by one central
Unit Crisis at the Kennedy Street in Rieti and about 6 aid station. The province’s users are
about 20.
Viterbo’s province has about 250.000 inhabitants and one central Unit Crisis and 10 aid stations
on the province territory. The total users are about 30.
The services provided by the 118 are concentrated in Ambulance service, medical aid, hospital
sleeping accommodation, management, pharmacy retry, doctor on duty, veterinarian service,
tele-aid, blood transport, health general information.
The deployment will involve the 5 provinces central Unit Crisis where MAP will be added to the
existing services available in the Unit Crisis room. The initial deployment of on field users and
means, will involve almost two aid station for province.
Services
MAP will cover the following
needs:
- Support the 118 user during the emergency intervention
- Provide information about the health prevention and most common procedure
- Support the distributed CRO’s for the following topics:
- Agriculture
- Lazio Region’s Presidency information
- Health
- School and training
- Security
