MAP services. MAP partners will identify the suitable consultants during the Initial Deployment phase, according
to the specific national conditions.

MAP Consortium will possibly deal with new investors, implemented in each new country that will be involved
during the project deployment.

The SCMC Group is an independent company created in 1992, very well implemented in the South west of
France but also present all over France and specialised in various sectors of the data-processing market.
Thanks to the importance of the budgets allocated in the field of research and development, SCMC is capable
to use last technologies in order to answer complex missions fully.
SCMC with its subsidiary company Progesys, with an authorized capital of 55000 Euro and a turnover of 2
Meuro in 2006 - has 25 employees.
Main sectors concern with development and engineering, users assistance and network engineering, with a
strong pole of competences in Business consulting, Software engineering and integration, internet, and Human
resources management. Its activities concern with in Public administrations, in the Industry, and in the
sector of services.
SCMC is one of the main SAGE distributor and maintainer in France in partnership with Oracle, and is also
partner of Microsoft Dynamics for the industrial sector. SCMC is also active in Open Source oriented solutions
for public administrations. National and international references are: SOPAN VIERA Group, EKA-Chimie, ALEMA
Group, Baillet SA, CESA, Socatra, Groupama, Cales Technologies, CERS, FLORA PARTNER …
SCMC, the second industrial partner in the MAP Consortium, will be responsible of the two market oriented
work packages, namely WP1 and WP5.
In WP1 (Business Model Consolidation) SCMC will revise all the market achievements of the previous project.
This phase is considered crucial, also because it will allow the newcomer to warp-up with MAP figures and
market plan.
In WP5 (Roadmap for Final Deployment & Business Partner Screening), the main SCMC role will be to define
a final deployment scenario of the MAP service at a European level.
The aim of this phase is to allow partners and public decision-makers to have a relevant set of criteria and
figures, formulated in a buyer perspective.
In this phase SCMC marketing department will lead the individuation of relevant set of criteria and figures
which allow partners and public decision-makers, to invest onto MAP having a clear and tailored view of the
future actions for its full deployment.
On the end, in term of functional role, SCMC will give all the technical support to CG 24 to make the rollout
possible in France.

Main individuals to be involved in the project:

Serge Choukroun. Postgraduate (in solid chemistry - ICMCB Bordeaux, France), he created SCMC in
1992 and is the Managing Director. he has a background in Marketing and sales management as the
former Indirect sales manager of Hewlett Packard for the South west of France.

Pierre Duran-Campana. Engineer in computer sciences (INSA - Toulouse, France), he is acting as the
Technical Director of the SCMC Group. He has a background in Information technologies as an IBM
agent and managing Director. Before entering SCMC, he was the Managing Director of his own company
Business and Consulting Company specialised in Business tuning, he sold to KPMG.

Lea Drieux. Master II in Business Administration, Postgraduate in penal law and Health law, she is
the SCMC Projects Manager, responsible for Business Consulting Department. She has also a serious
background in Human resources management and was previously responsible for continuing education
programmes management in Industry.

Conseil Général de la Dordogne

Conseil Général de la Dordogne

The General Council of the Dordogne is a Local Authority, part of the Aquitanian Area. This community manages
the businesses of the Department. Concurrently to this general competence, it has as principal mission:
· Social help.
· Construction and maintenance of the secondary roads.
· Construction and maintenance of the colleges.
· Agriculture.
· Environment Protection.
· Transport regulation.

It also intervenes in the following fields:
· Economy and use.
· Culture.
· Tourism.
· Regional planning.

More than 1.000 agents are distributed in about fifty services, to cover all these competencies.
The General Council has been and is involved in many Community programs: Objective 2, Raphaël, Leader,
article 10 of FEDER, Youth, Culture 2000, etc.
New technologies can be a means for opening up the Department; the General Council pays to it a very significant
attention that focuses around the following points:
· Development of usage of new tools, in particular near the young people.
· Equipment of the schools and education establishments.
· Support for associations.
· Giving, together with other public bodies, an access to the high flow of the department.
· Development of new services to the population, mainly in direction of the elderly people (telealarms,
house automation, etc.).

Main individuals to be involved in the project:

José Gavilan. Director of the Information System and Communications Department of the General
Council of Dordogne. He already was the Project Manager for MAP for the Dordogne in IST and is supervising
the deployment of the solution all over the Department of Dordogne. He is also managing a
similar project called Proxy, funded by a national programme, and the experimentation in social medicocentres.

Marie-Paule Marchand. Project Manager and Study Department Manager – Deputy Director of the Information
System and Communications Department of the General Council of Dordogne. For the Dordogne
he already was the Project Manager for ITC FEDER programme and supervises the workgroups in the
Department.

The “Assessorato Tutela del consumatore e semplificazione amministrativa” (Consumer protection and administrative
practices improvement Councillorship), is involved in planning the consumer protection, supporting
consumer associations, planning and financing e-Government services for public administrations, to simplify
operational and administrative practices.
This Department promotes use of computing technology and R&D activities related to enhanced technological
platforms and services, in order to improve citizens’ access to public administration services, according to
eEurope 2005.

Lazio Region has in its plans three basic objectives:
· Improve the service level quality for citizens, selecting high added value services.
· Sustain the social-economic development to exploit at best the Lazio region.
· Improve and simplify the administrative practices, sharing resources among different sectors and public
entities.

Main individuals to be involved in the project

Marco Noccioli. Since August 2005, Director of the Regional Department “Consumer protection and
administrative practices improvement” of the Institutional Department.
Currently he is responsible for the Framework Programme related to the Information Society, e-Government
and services to citizens, member of the Control Room for the development of the Lazio coast and
responsible of the measure II.4 “Immaterial Networks” of the DOCUP Ob. 2 Lazio 2000-2006 (European
Structural Funds).He has been executive of the Area “Housing Observatory and European Projects”,
part of the Regional Department “Plans and Programmes of Public House building” (2005); President of
the XVII District of the Rome Municipality (1997-2001), Head of the Secretary of the regional Councillor
responsible for Town Planning and Housing (1995-1997) and District Councillor (1993).

The Ministry of the Interior represents, within organisation of the Italian State, one complex structure, with numerous
and differentiated tasks. The Ministry has competence in the following fields and activities:

local finance, electoral services, vigilance on the marital status and the registry office and other co-operations

· Public safety protection and Italian police co-ordination.

The Ministry of the Interior is articulated in organs and offices at provincial and municipality level (approximately

the National Firemen Corp Departments.

Main individuals to be involved in the project

Maurizio Bruschi. He has two degrees in Economics and in Law at the Rome University. He is engaged
in informative systems for the Public Administration since 1969 within the Italian Ministry of Interior. In particular,
became Director, from 1982 until 1996, he took the position of Head of “Organisation, informative
systems, telecommunication services and technical systems of the Police Public Security Department”.
Since January 2005, he is General Director of one of the Ministry Departments, the so-called (Finanza
Locale) Finance for all the Italian Municipalities.

development) and then eTEN (Market Validation) phases.
Due to the mentioned expertise KPeople entirely complies with the Initial Deployment requirements of
the MAP Consortium. It will support the whole activities related to the project mainly referred to those to
be done in the WP1, WP3 and WP6.
